Every brewing stand needs blaze powder as fuel. Start from a Water Bottle, add Nether Wart for an Awkward Potion, then the ingredient. Redstone makes it last longer, glowstone makes it level II, gunpowder makes it splash and dragon's breath makes it lingering.
